Transparency in government is built on a foundation of accessible and accurate information. As the Clerk of the Legislative Body, this position ensures the Davis County Commission operates with full accountability. The Clerk is responsible for the precise recording of all public meetings, the timely publication of agendas, and the permanent preservation of county ordinances and fee schedules.
Facilitating transparency in government requires a thorough understanding of open-meeting laws and a commitment to maintaining the absolute integrity of the public record. Effectively leading these processes means ensuring that every ordinance, agenda, and minute is not only recorded accurately but is easily accessible to the citizens we serve.
Supervisor of Commission Services since 2013
Institutional knowledge of the Open and Public Meetings laws and processes
My experience is more than a professional history, it is a deep-seated commitment to the residents of Davis County. Since 2013, I have supervised the Commission services, ensuring that the essential functions of our local government are handled with precision and integrity.
My approach to this role is built on three pillars:
Proven Leadership
As the supervisor of the Commission Clerk division, I have transformed how we handle the public record, moving from manual processes to an efficient, digital-first workflow that saves time and taxpayer resources.
A "Public-First" Philosophy
Transparency only works if the information is easy to find. I have prioritized making agendas, minutes, and ordinances and other records accessible and searchable, ensuring that you have a clear window into how your county government operates.
Institutional Wisdom
Having served through decades of legislative changes, I possess the technical mastery required to navigate complex state codes and federal regulations, ensuring our county remains in full legal compliance without sacrificing efficiency.
Experience matters because transparency requires a leader who knows how to keep the records accurate, accessible, and secure.
Established Electronic Workflow for Commission Agenda Items (2019), improving efficiency and internal controls for administrative processes and reducing processing time by an average of two days.
Began Document Linking to Commission Agenda (2019), allowing citizens to review agreements and other agenda items prior to their consideration and adoption by the Commission.
Established Commission Clerk Division (2021), returning the County Clerk's statutory duties to the Clerk's Office from the Commission staff. This reestablished proper separation of duties. It also broadened support to the Commission by providing a greater variety of skills and abilities from a larger team.
Published Open Meetings Website (2023), providing public access to all agendas, minutes and associated documents fo the County Commission meetings. As part of this project records for the previous 10 years have been published and are now available with key word searchability.
Published County Policies (2025), utilizing the same system used for publishing county ordinances, organized all county policies into a structured and searchable platform. This improved use for county employees and provided for public access as well.
Expanded Open Meetings Website (2025), onboarded additional public bodies within the county so that this website now includes documents for the Library Board, Planning Commission and Audit Committee.
